The Nile River Basin constitutes 11 countries Namely Burundi, Democratic Republic of Congo (DRC), Egypt, Eritrea, Ethiopia, Kenya, Rwanda, South Sudan, Sudan, Tanzania and Uganda. The riparian states tried to create a cooperative approach to address the challenges of joint development between riparian states. Based on cooperative principle water, the riparian held dialogue in 1998 in recognition of the cooperative development for mutual benefit. In 1999, the transitional mechanism launched. The framework is working as stepping board for many projects in the Nile Basin like the GERD. Indeed the unilateral initiation of Ethiopia to build such a mega project is as much it valued as shared benefit is also has a potential to trigger tension where it is comparatively more intense between the historic rival states of Egypt and Ethiopia. Egypt has a historic hegemonic policy over the Nile river water. In the joint program of the NBI, the policy advocacy is equitable share is a principal approach and is against such a hegemonic prospective. Nevertheless, what is more challenging is that negotiating the water share meant for Egypt negotiating national interest, where states could not negotiate their national interest. Silt will also minimized in lower river basin dams especially the Aswan dam. Sudan can get sufficient irrigation water from the dam during the dry season in Sudan. The GERD also fosters regional economic interconnectivity and interdependence, which is fundamental to cooperate, by providing hydroelectric power sale to the other riparian states.
