In 1990’s the New Orleans police department the most corrupt. Brutal and incompetent police department in the united states. Terry Adams told the feds that he had paid Williams because he had threatened to put him in jail around the Christmas holidays if he didn’t pay the officer $6,000 on December24,1993. Adams paid the officer half of the money that he had demanded. In January of 1994, Adams paid Williams the remaining $3,000.
