Reduction in winter road season often required food and fuel to be flown into these regions, leading to increased cost of food and fuel. The Northern communities emission of CO2 is also high due to their reliance on diesel oil.

Through co-benefit framework policy measures that will promote economic development, human health and national security as well as foster climate change mitigation or adaptation will be proposed. Economic co-benefits such as investment in renewable clean energy sources can reduce reliance on fossil fuels; carbon fee or tax on fossil fuels is being proposed by some countries; this is the amount that companies will be charged based on the carbon contained in fossil fuels. This will encourage businesses to reduce production of carbon dioxide or greenhouse gases-emitting products and focus on investment in alternative-energy technologies. Some countries have started implementing the carbon tax policy, for instance, Sweden and the USA. Even though some provinces in Canada (Quebec, Ontario and British Columbia) have started the carbon pricing, the Prime Minister of Canada, Justin Trudeau recently announced his plan to introduce the carbon fee of $10 per tonne of carbon emission in 2018 to other provinces; there will be an increment of $10 every year until it reaches $50 in 2022. It is hope that the funds generated from the carbon pricing will be paid back to households as rebate to offset their electricity bills. However, there are concerns that the industries may pass the carbon cost to the consumers and the low-income households will be much more affected(6). This was the case in the Green Energy Act of the province of Ontario, which has consistently increased electricity cost since 2009 when the green energy was introduced.
