Statement of the Problem
The National Commission for Civic Education (NCCE) is a government agency responsible for the education of Ghanaians on civic matters. In order to execute its mandate, the commission has employees who are experienced communicators. However, the employees must be managed well to perform to their optimum levels. Considering the commission’s constitutional backing, it is not possible to dissolve it even when the commission is not performing to expectation.
Since the establishment of the NCCE in 1992, it has suffered from numerous human resource problems. Though this institution has a fully-fledged human resource department, a lot of human resource problems have emanated that have ultimately manifested in unsatisfactory human resource performance. These performance failures are both on the side of the organization and workers who should constantly work together. The assessment of the performance of NCCE based on specific indicators, over the years, has shown weak performance. This kind of dysfunctional behavior is not only damaging to the image of NCCE as an organization, but it is a major obstacle for its effective existence as a constitutional body. As a result, there is a perception that the NCCE is not performing and people advocate that the commission should be dissolved since the public has ultimately been denied its right to receive adequate services from the NCCE and its relevance not seen.
