Due to the complexity of this problem, a multi-faceted solution must be created. Regulations alone will not be enough to ensure the continued safety of the NAS. By limiting altitudes and areas of operations, you still continue to have near misses between manned aircraft and UAS. By limiting UAS altitude to 400 feet we can eliminate the majority of these incidents. However this leaves a gap for unaccounted incidents .As an outcome of the growth rate that is being seen with UAS, this is an unacceptably high number of incidents regardless of the low probability. For that reason, the solution will consist of two separate parts. A regulatory solution which will govern the usage of UAS within the NAS and a collision avoidance system (CAS) which will
