The California State Initiative 15-0050, also known as the California Cannabis Hemp Initiative (CCHI), is a current initiative in California that is garnishing support to be placed on the ballot for the November 2016 election season. The CCHI originated in a previous attempt to pass legislation in the 2014 election season, but it failed. This initiative is unique, but it competes with fourteen other similar measures on the referendum list pertaining to marijuana legalization. The CCHI is different from the others and that are currently pushing for the ballot and others that have preceded it in the past because it is the first proposition to offer a fair, square deal of legislation to all of the parties involved and especially because it covers virtually all of the aspects and issues of marijuana legislation. The initiative would firstly and focally legalize marijuana (or cannabis), hemp, and derived products for recreational use and commercial distribution. Secondly, the legislation would establish a committee to review the cases of past nonviolent marijuana offenders which will possibly result in their charges being completely dropped and/or expunged. The legislation would require the state to draft legislation that licenses and taxes the sale of marijuana products. The movement would also allow medical patients to designate dispensaries as their primary caregiver.
