One reason Reacher’s boss could have accused him for killing the man is, because the evidence lead to Jack as the suspect. Jack was accused of killing him because; he might have had a grudge against the man. The army veteran filed a complaint about Jack, because he assaulted two unprovoked men. The army veteran had no enemies. He only filed one complaint and it was on Jack. So Willard might think Jack was his only enemy. Willmar also accused him of being the killer because; Jack entered the base the same time the killer would have. There was a time window where the killer would have to murder the veteran and run all the way to the front gates. Jack arrived at the gates out of breath, showing he might have ran there. Willard has obvious motives to accuse Jack of murdering the army veteran. Another reason Willard might have accused Jack of killing the veteran is because he wants to control the military branch. With Garber gone, Willard is in charge, and Willard might want change the army and create order. Willard might not of liked the way Garber ran things. During the discussion Willard said, “I'm bringing this unit into line” (Child). After the cold war, he might want order and the army branch to be on top again. That is why he black mailed Jack. He accused Jack of killing the Veteran even though Willard knew he didn’t kill him. But with the evidence, he can black mail Reacher to make him not investigate the death of the veteran. Willard didn’t want him o investigate because, the army Veteran was a homosexual, and it is illegal to be gay in the military. It might raise suspicions throughout the media. The question still remains, why did Willard accuse Jack of killing the army
