The reporter stated on 07/15/16, he spent the night with Ms. Brown and witnessed her children sleeping on the floor. The reporter stated he and Ms. Brown slept in her twin bed and the children were on the floor. The reporter stated there are people in and out of the home, the children are left home alone while their mother runs the streets, the children are starving because their mother sells her food stamps, and the children are suffering from starvation. The reporter stated that the children do not have any disabilities that prevent them from staying home alone and they do not require a 24-hour caretaker. The reporter added that the children are always outside the home asking for a $1 so that they can go to the store because their mother
