Statistics revealed from the United Nations Human Development Index reported in 2001 showed a 95.5% adult and 97.3% youth literacy rate in The Bahamas. This represented the percentage of people who can, with understanding, both read and write a short, simple statement related to their everyday life. The literacy rate is indeed high but significantly poor literacy performance among high school graduates are increasing. Regarding to the number of High School certificates awarded, a high literacy rate is meaningless if a high percentage of those certificate holders are illiterate. Toscana reveals that organizing a national reading plan is one step to improve education (par.12). According to Toscana “the plan focused on the book instead of the reader”. However this reading plan can consist of programs that promote early literacy for young children, motivate older children to read and distributing free books. Programs such as Literacy activities, literacy assessment, reading challenges and reading period can help enhance literacy. Beginning with literacy activities, these help expand vocabulary as well as provide practice for reading and writing skills. Each activity provides solid, fun learning opportunities through interaction with student and instructor. They can range from paper exercise, games and plays. Literacy assessment monitors how students learning and progress are advancing. If the assessment results are satisfying, then it proves that students have acquired expected knowledge and skills mandated by the literacy program. By making assessment a part of the program, it becomes an essential element of every educational experience that is provided in the classroom. Literacy assessment serves as continuous process where student work such as pages read, review questions and project are examined and reviewed to make sure appropriate and progress of what students are expected to know and be able to do once the instruction is complete is being met. Reading challenges are simply to read different genre of books and a specific amount in one month. The person who has read the most books surely would not just be rewarded but guarantee awarded with literacy improvement.
