At first, water barrels were illegal in some states because it was said that the water that fell on one's roof was not technically theirs. Water barrels are now legal in many states because they are looking at collecting water as part of a water conservation measure. “Maybe they’ll graduate to something larger like a cistern, so we look at it as an educational tool leading to other technologies” (Why Rain Barrels are now Legal in Colorado 2). The government should pay back half the cost of the rain barrel if homeowners purchase one and prove they are using it.
