The emergency access procedures are mainly instructions that are documented, and they also include operation practices that are needed in obtaining access to critical personal health information whenever there is an emergency occurrence. Access controls are very relevant in the situation of emergency even though they tend to be very different from the access controls that are applied in the normal situations.
