Unfortunately, one of the tragedies that continue to face many educational leaders and teachers in poor and rural school districts are the dreaded achievement gaps despite decades of national attention on standardized assessments. School districts, leaders, and teachers must begin to examine their instructional practices to make sure that students are learning as demonstrated by their students’ performance daily in the classroom and then translated this same performance on standardized assessments. In order for this academic achievement to occur, school leaders must begin to build their own capacity as well as their teachers’ capacity around data use to improve student learning. The research has shown us - as educators and leaders that data-driven decision making has become increasingly important in the educational process. It is no longer optional, 21st century teachers must be data literate, not as an afterthought or a nice to have, but as a foundational element of great teaching in order to provide rich academic experiences for all students in the academic setting ().

Therefore, many teachers struggle when it comes to data literacy and exploring best practices on how to collect, analyze, and develop a plan of action to use even though public policy has demanded the uses of standardized-test data for accountability in the educational realm. However, this is not a surprising phenomenal that teachers struggle with effective data use, given findings from other studies showing that the data from large-scale assessments may be useful for school and system planning, but they are less useful at the teacher or student level (Rogosa, 2005 & Supovitz,
