When there is the occurrence of crime incident, passers-by tends to ignore it and leave. Consequently, the criminal can be unapprehended because of no assistance to victim or reporting the case to police. For instance, Kevin Morais abducted by 4 killers in crowded road and surrounding people ignored the incident. He murdered by the killers eventually. The apathetic behaviour seems indulge more serious crime, resulting the increasing rate of crime and numbers of victim. This can lead to insecure society. Zachariah (2015) supports that the apathetic behaviour is intolerable because it reflects high tolerance for violence and crime in society and nation. Citizens should bear responsibility for public security rather than shifting it onto the police. This indicates that indifference can lead to the increase of crime rate as criminal can commit crime easier.
