Secret Service who partnered up with the U.S. Department of Education, following the attack at Columbine High School in June of 1999, and it was then implemented through the Secret Services National Threat Assessment Center and the Department of Education’s Safe and Drug-Free Schools Program (Borum, Fein, Modzeleski, Reddy & Vossekuil, 2002). The goal of this study was to gain a better understanding of the thinking, planning, and other pre-attack behaviors that were present in the individuals who carried out school shootings.
