The baseline survey is where questionnaires will be developed and distributed among 300 journalists, from the above mentioned areas during consultative sessions. Twelve sessions will be held for two days each in the first phase in the above mentioned districts, while one session in the second phase will be held in Islamabad. The sessions will be utilized to sensitize the journalist community vis-à-vis torture in the legal system and further engage them to play their part in eradication of torture. The sessions will be further utilized to form four Commissions Against Torture (CAT). The initial phase trainings will have twenty five journalists each, while the second phase training will have a total of twenty journalists, nominated from the initial phase. Four Consultants experts will be hired to facilitate for each consultative sessions. Four CATs will be formed from these journalists at the end of second phase (one in each province).
