Although there is ‘pedagogical imperialism’ (Mckay, 2002) of Inner Circle, dependency of Outer and Expanding Circle countries has been gaining with the spread of CLT. And there is no question that it will become an equally important factor in EIL development. The history of ELT is usually described as the development of methods. All of the methods are replaced by the communicative language teaching (CLT) nowadays. This teaching methodology has some problems when it is applied to the teaching of EIL. Mckay (2002) pointed out three main problems lies in that. One is that the accurate of language still take Inner Circle countries as example which obey the rule that there is no need to set Inner Circle countries as model. The second one would be that many methods of ELT which are not used anymore globally are still being used in Outer and Expanding Circle. Ensuring the intelligibility among speaks is definitely the main goal of EIL teaching. As English is a tool to facilitating communication between people from different lingual-cultural places. However, respecting the local culture should always be the basis of EIL class. So the cultural content used in the class should be one that is able to encourage learners to reflect their local culture and develop their critical thinking. Also, the teaching should conduct by a teacher who knows well about the learners after examination them personally. Teacher should be given the right to choose the most suitable pedagogy for the class in order to be efficient and cultural
