The Homeland Security page explains how the current system works and states, "The present immigration detention system is sprawling and needs more direct federal oversight and management. While ICE has over 32,000 detention beds at any given time, the beds are spread out over as many as 350 different facilities largely designed for penal, not civil, detention. ICE employees do not run most of these. The facilities are either jails operated by county authorities or detention centers operated by private contractors." This is what they currently do. However, the department was to change for the future and even states what they hope to accomplish. The position of the Ombudsman does not have any real authority. They are not allowed to implement any of their plans, the positions does not entitle them to have people working for them who would be able to follow through with any of their plans. Their argument is that an Ombudsman is only a messenger who is incapable of fixing any issues within the system, which is the place that actually needs fixing. The importance of the Ombudsman is that they are a separate entity and are able to identify what all the issues are. It added responsibility to the position and allowed them to give more advice on how to solve issues in which the department was being criticized in the public eye. The position itself has been criticized for not doing enough, and that is why it updated in 2009. The Ombudsman ultimate goal is to try and fix any inequalities that the people within detention centers, and in other departments, of the system that they are facing.
