Conducting a census is essential in determining if state need to reapportion or not.Gerrymandering depends on the geographic distribution of political interests, and that only occurs in elections by district rather than at-large. The term at large can be defined “as members of a governing body who are elected or appointed to represent the whole membership of the body”.The purpose of reapportionment is that it is done every ten years by the census and consists of redrawing district lines so states and districts have equal representation in government.
