This is mostly due to the high amount of FDA (Food and Drug Administration) restrictions and laws they have put in place. Only about 1% of drugs on trial actually make it to shelves. Some trials take about 5-20 years to complete and to pass the FDA steps and stages to ensuring it is a usable and sellable product that does not hurt the human population. Because of the time invested into the trials and how long it takes for the drug to actually be cleared, the amount of funding needed in order to keep the trials running is very extensive.
