This diversion leads to an increasing demand for community colleges and causes crowding-out of private colleges. Increasing demand then leads to overcrowded classroom and it affects student academic achievement. Yet there will be no immediate solution because the supply is inelastic in the short-run. In addition, the quality of students will be low because they are not motivated to perform well. Yet, they will be enrolled in community college just because they are entitled to under the ACP. This will not increase education attainment, but instead it will lower the quality of education in the nation. Let’s relate this back to the America’s College Promise Act. For individuals whose educational attainment is not affected and is taking loans, there will be an increase in public resources and decrease in private resources devoted to their education, causes crowding-out in the private resources. Whereas for individuals receiving grants, this will just be a shift in public resources from one program to another where the tuition is fully covered, given that the current grant does not fully cover tuition. My reasoning for this is: since high school is already tuition-free since about a century ago, yet the dropout rates in the United States are higher – although it is improving – than other developed countries that do not spend as much on public school students. Quoting Boorman, “The problem is not that students aren’t getting enough college. The problem is that students aren’t getting enough education”. Hence, providing continuous guidance from advisors will increase graduation rate of higher quality students, where they have better foundation and at least have an idea of what they want to do in the future.
