These services are delivered locally by about 1,700 public and private nonprofit and for-profit agencies that receive grants from the U.S. Department of Health and Human Services. The observation and interview for this report was conducted at the Webb County Roosevelt Head Start program center that is located at 3301 Sierra Vista Blvd. in Laredo, Texas.
This program is a comprehensive child development and early education program for low-income children, ages one to five years old. It is a federally subsidized program and there is no cost to the parents for their child to attend the Head Start center. However, families must qualify based on income and HHS guidelines & eligibility procedures. The center must adhere to Program Performance Standards and be in compliance with all local, State, and Federal laws. The hours of operation for the center are Monday through Friday from 7:30 a.m. to 4:30 p.m. Staff qualifications are as follows: Teachers should possess a Bachelor’s Degree and teacher assistants should hold an Associates Degree in order to be employed by the Webb County Roosevelt Head Start center. A for–profit learning center program is a business, owned by one or more individuals, that provide a service for fees with a goal of realizing a financial profit. All facility, staff, equipment, supply, and service costs are the responsibility of the owner. The observation and interview for this report was conducted at the Little Characters Learning Center that is located at 3220 Ligarde St. in Laredo, Texas. Little Characters is a privately owned, for-profit early childhood learning center and is licensed by the Texas Department of Family and Protective Services. Therefore it is subject to the minimum standards guidelines as mandated by the state of Texas. This learning center serves children ages, 0 to 8 years of age. They students are placed groups or classes based on ages, such as infants (birth to twelve months), toddlers (12 months to 24cmonths), three-year-old class and the four year old preschool class. Little Characters also offers an after school program for children five to eight years of age. This learning center has a set registration fee of thirty five dollars per child, and the weekly fee varies any where from $110.00 to $90.00 per week depending on the age of the child and if the child is attending part-time or full-time.
