The Congress hereby finds and declares Chinese Immigration Act of 217 will improve United State in economy, environment, and future development. Over the past couple decades, more Chinese immigrants have come to the United States. In 2013, there were 2 million Chinese immigrants and comprised of 5 percent of the overall immigrant population. The overall chinese immigrant population has increased from 384,000 in 1980 to 2,018,000 in 2013.
According to researches and U.S labor bureau of statistics, Chinese immigrants have brought positive economic effects to United States and have created more labor job opportunities to U.S citizens due to their entrepreneurship. Since United State’s economy crashed in 2010, United States faced one of the hardest economic crises in history ever. The unemployment rate was highly up to 9.8%(1), and its real estate market’s value dropped more than 35%(2). Meanwhile, Chinese immigrants were continuously raising, and research studies showed these new Chinese immigrants had brought economic improvement to United States. California was one of the faster states recovered from economic crisis, the result had a direct relationship to the majority of new immigrants settled in California. Take San Francisco Bay Area as an example, there were 7.8% of Chinese population, and roughly 17% of these Chinese population immigrants have came since 2008. Most of these Chinese immigrants were from high income background in China, so they had certain degree of financial abilities. Some of them brought their money and started new businesses in Silicon Valley, home to many of the world 's largest high-tech corporations and thousands of startup companies. These new companies created more than 13% of the new jobs in bay area(3). Also, real estate market in San Francisco Bay Area was one of the earliest and fastest markets recovered from economic crisis. In 2009, housing market dropped more than 27% to the lowest point in 2000’s, but in 2011 housing market increased 60% tremendously and even higher than before housing market crash (4). One example from Boeing Company’s data Boeing company recruited a group of aviation professions from China in 2000’s. Last year Boeing Company created the latest and most fuel-efficient airplane, Boeing 787, and the chief engineering manager for Boeing 787 project was one of the immigrants the from China. Another example is from Gary Locke. Gary Locke came from a Chinese immigrated family, and he was the United States ambassador to China from 2011 until 2014. He was the 21st Governor of Washington from 1997 to 2005 and served in the Obama administration as United States Secretary of Commerce from 2009 to 2011.
