The position of the Ombudsman does not have any real authority. They are not allowed to implement any of their plans, the positions does not entitle them to have people working for them who would be able to follow through with any of their plans. Their argument is that an Ombudsman is only a messenger who is incapable of fixing any issues within the system, which is the place that actually needs fixing. The importance of the Ombudsman is that they are a separate entity and are able to identify what all the issues are.
