Stalin 's focus for his Second Five Year plan was to expand the goals of his previous plan, and to grow in heavy industry. This plan was designed to advance the communication systems. These communication systems were especially designed and created for the railway. These railways were designed to be faster and more reliable. The Second Five Year Plan failed to reach ,the success of the First Five Year Plan, as it did not reach the coal and oil productions that Stalin was anticipating on happening. The Second Five Year Plan fused newer methods in the production, including incentives, punishments, and the introduction of childcare. This new production of child care motivated mothers to work, which would help contribute to the plan 's success. The second Five Year plan proposed a lower standard of living. The focus was now shifted toward military good and heavy industry. Consumer preferences were disregarded which hurt the economy. Factories tried to come up with certain plans on how they could regroup the economy. Factoried would often inflate their production goods. The reason this is because Germany decided to go to war against the Soviet Union during World War II. As war was coming upon the Soviet Union Stalin thought that it was the best idea to shift his focus mainly on military goods. Stalin 's focus was to increase his supply in weapons and other war materials. The Soviet Union basically contributed to the development of new and more powerful weapons. Stalin did this so they have a better chance of winning the war against Germany. Factories were built so the production of newer weapons was a greater possibility.
