Knowing I had a better chance at finding some services in Spokane rather than North Idaho, I started my journey there. I went to many police websites, including that of the Spokane Police Department, Spokane Sheriff’s department, and the Washington State Patrol. I was shocked to not find any real assistance for youth outreach at these locations. Substance Abuse Treatment in the Juvenile Justice System Juvenile offenders have a high rate of substance use. Upon arrival to a correctional facility after being detained, approximately 56% of boys and 40% of girls tested positive for drugs. Most of these youth test positively for marijuana or cocaine, but many are addicted to many more substances. The DSM-V defines a substance-use disorder as “a maladaptive pattern of substance use leading to clinically significant impairment or distress…” classified by encompassing 2 or more of 11 different criteria from the manual. A separate juvenile justice system was established in the United States with the goal of diverting youthful offenders from the destructive punishments of criminal courts and encouraging rehabilitation. More than 1 million American youth end up in juvenile court every year, and 160,000 of them are referred to residential placement (DeAngelis, 2011). Research shows that settings likes these (e.g. residential placement, detention centers, correctional institutions) produce higher rates of recidivism. Before coming to Boston University, I spent four years working in residential treatment. My time working there helped shape my understanding of psychopathology and why people act the way they do. I interacted with teenage girls from different backgrounds and with different emotional and behavior problems. I talked with these girls about their issues to get an understanding of why they think and behave the way they do. Nonresidential intermediate sanctions allow offenders to reside at home while participating in programs and adhering to a strict set of rules and guidelines to ensure they are deterred from crime while not in physical custody. For pretrial detainees who voluntarily and convicted offenders house arrest serves as a way to confine those who cannot afford bail or whose personal recognizance is not enough to be unsupervised. The main purpose of house arrest is not to stop criminal behavior, but to reduce the offender’s movement. The first study that implemented this program took place at the Annsville Youth Center, in New York (Goldstein, 4). The study was conducted on 60 youths, in which a small group (24) received the intervention in ART, the second group (24) were given a “brief discussion” this allowed for Goldstein and his colleagues, to see if the children had the skills in them, but were just not using them, and the last group (12) received no intervention or instructions (Goldstein, 4). The Osborne Association is a non-for-profit Organization located in several sites across New York State including the Bronx, Brooklyn, Riker’s Island, Poughkeepsie and in several correctional facilities such as Queensboro, Sing Sing etc. My current location is in the Bronx main office where I am a fulltime employee in the Treatment Services Department and was given the opportunity to conduct my work-study with the Next Step Program. Next Steps is a mentorship program that works directly with youths’ ages 16 – 24 in NYCHA developments (Patterson and Butler housing developments) in the Bronx.
