The other than that, some agencies might have not enough data, ou do not have at all, data for a particular type of crime. Which may be a problem in case of data comparison at a national level for example. So, some agencies may go forward to the resolution of this problem by the “data adjustment”, adding or subtracting a part of data. This may be a natural process, because anyhow the final destination , UCR may never find out the real data.
The agencies may go more far and even shade the part of the data, while intentionally submitting just a part of it.
