I believe that you are correct in your statement "if a stakeholder lacks the commitment to the cause then they will fail to see the seriousness and urgency in submitting quality applications in a manner timely enough to win the money over other organizations competing for the same slice of the pie." I personally would not devote any time or attention to anything that I do not take seriously. Taking an examination of my life I do find that I place more emphasis on the things I value the most. I believe in grant-writing process that it is best to have people passionate about the cause to be successful.
