The law allowing concealed carry on Texas college campuses goes into effect on Aug. 1.
Kyle K. Bonath, Texas Tech police chief, said he has 25 years of experience in the Federal Bureau of Investigation.
“Legislation probably passed the law for campus carry because average police response time is two minutes on campus,” Bonath said, “and we are probably one of the better response times.”
Bonath said the new campus carry policy could make his job harder and easier. “In two minutes, an active shooter has probably already killed multiple people, so there is your dilemma,” Bonath said.

“We have required training, which is our active shooter training,” Bonath said, “and we do that annually no matter what.”
According to the Justice Policy Journal, a concern regarding safety of individuals on college campuses is a trending topic among university administrators and state legislators across the nation.
Lawrence Schovanec, Ph.D., chairman of the Tech campus carry task force, said many people are uncomfortable with the possibility that someone next to them could be carrying a firearm.
“You are dealing with people’s emotions, but you have to do what’s best for the university,” Schonavec said. “It doesn’t make this easy, and I tried to keep my own personal feelings about guns out of this.”
Schovanec also serves as the university Provost and Senior Vice President.

Bonath said no one has a right to be searched for a firearm unless the weapon is visual.
“The law does not allow us to profile, know, categorize or keep a record of who is concealed carry,” Bonath said.
Bonath said there are recommendations and discussions as to where gun-free zones may be designated on campus.
“Only the president can declare where guns might be banned,” Schovanec said in reference to areas where guns may be permitted on the Tech campus. “Individual faculty and staff don’t have the right to do that.”
Bonath said a location on campus that has people worried is the free speech area, which is not a restricted area.
“The student recreation center, any ticketed sporting event, the childcare center, family counseling, and the student wellness center are all gun-free zones,” Bonath said.
The Journal of School Violence specifies more than 90 percent of colleges and universities have implemented emergency response plans to help manage campus crises.
