Problems of the current English education guidelines are motivation for learning of students, and connection elementary school to junior high school to high school (MEXT, 2016). Therefore, students cannot use things that students learned after moving up and graduating, and teachers cannot use teaching methods well. At junior high school and high school, teachers teach English lessons that place importance on how many word and grammar students remember. Language activities (e.g. writing and speaking) are not carried out. 9.1% of high school teachers said they conducted discussion in the class (Benesse, 2015). Moreover, 5.3% of teachers said they conducted debate in the class. 25.8% of teachers said they conducted speech and presentation in the class.

The average score of speaking test in 2014 was 4.2. The average score of speaking test in 2015 was 4.3. Moreover, 58% of students in B1 group said they thought they made speeches and presentations in English in the English class. In contrast, 32.3% of students in A1 group said they thought they made speeches and presentations in English in the English class. Therefore, it is clear that the higher students got scores of speaking test, the higher the ratio that students thought they made speeches and presentations.
