The controversial argument is whether or not the states have a legal right to protect their citizens indefinitely from sex criminals by securing them in a prison or a psychiatric institution so they could be analyzed and treated for their inhibitions. This term is used in our criminal justice system when offenders have committed the same type of criminal offense. Take for instances the pedophile who hunts for children to assault. Although there are some who prey on strangers, a majority will violate their own loved ones such as their own children, grandchildren, nieces, nephews, or any other children who have gained their love and trust. Some of these offenders will take years to groom their victims and use gift or other gratuities to entice them. When it seems their victims get to the age they know what they are doing is wrong, they then turn to coercion and place blame on the young and naïve victims. Sexual abuse against children against someone they know may go on for years before being reported. By the time it is reported there could be years of victimization with one child or multiple children within the same circle or
