First enacted in Mississippi and South Carolina, blacks were to have written evidence of employment. Laws prohibited blacks from any jobs other than farming or being servants unless they paid the annual tax of $10-$100. Blacks were given penalties, including forced plantation labor at times. The codes provided segregation of public places and were severe restrictions on the freedman’s status.
