The concept of competence
Competency is having enough skills and being able to do some tasks satisfactorily Kumar, et al (2010).Competency is a state of being highly qualified and being able to do tasks, activities or any work effectively Quezos (2013). The knowledge, skills and attitudes for competencies are determined by the profession, therefore must be relevant to the profession Crane et al (2012). What one does must be considering the rules, principles, standards, guidelines and values of that profession (Crane et al, 2012).

According to( Raver et al 2007 and Raver 2006) for a teacher to be able to manage the class he/she should give students firm, clear rules and have a high level of monitoring. McPhail and Halbert (2010) states that classroom management includes being able to discipline the students. Tahir. A (2012) states that classroom management includes class discipline, organisation of class work, teaching methods McPhail and Halbert (2010) states that a teacher should have some classroom rules which are followed in order to maintain discipline in the classroom. Hochweber (2014) adds that a teacher should identify acceptable behaviour and prevent unacceptable one by giving simple and clear rule which are to be followed all the time. A teacher should have some ways in which to capture students’ attention and maintain it .Students should also be engaged at all times McPhail and Halbert (2010).Rink and Hall (2008) states that students know how to behave through instructions given by the teacher at the beginning of the class. Classroom management can create an active learning environment Hochwober (2014). Reupert (2010) support this by saying where there is classroom management, there will be effective learning and development. It takes time for teachers to learn how to manage classrooms effectively Oliver et al (2007).Emmer and Stough (2001) states good classroom management makes a teacher to be able to achieve their intended goals and this brings out learning.
