The current party system is a moderate level of the fragmentation with two largest parties holding over 80% of the seats in congress of deputies, and with one of them typically holding an absolute majority or near majority. The two parties have been generally moderate in their ideological and programmatic commitment, and there has been a healthy alternation in power between parties of the center left and center right. The election dominance of the two largest parties combined with the continuing existence of an electorally significant but much smaller communist party and a substantial number of regional parties leads many observers to refer to the Spanish system as a “two-plus” party system. - Fragmentation of the parliamentary party
