The Chief Information Officer’s (CIO) role is evolving from a manager focusing on back office operations and administrative duties to planning information technology (IT) at a strategic level that create competitive advantage of the organization in a changing corporate environment.
1.There are various attributes contribute to the CIO’s effectiveness.
Openness
An effective CIO is a willing learner and aware of the surrounding IT environment as IT field is always changing. He always stays ahead of trends and sees over the horizon while recognizing emerging technologies and applying them to achieve business objectives.
Adaptability/Compatibility
An effective CIO is able to work as part of many teams and works within them.

They are clearer about their roles and have formal objectives which enable them to be innovative on how to get there. When problem arises, they are able to take necessary steps to achieve these objectives.
2. Besides attributes, there are several skill sets necessary for a CIO to perform his duties.
Business skill Along with the changing IT role in enterprise, significant management experience in non-IT business functions is also required for an effective CIO. The experience in non-IT business functions such as marketing, supply chain enable CIO to approach the problem in business view first before treat it as an IT problem.
Leadership
This leadership skill is not only applying to his subordinates, but also his peers, and even top management executives. When there is a strategic application proposal needs to be implemented, CIO needs to be a thought leader who can convince the top management teams and get their commitment on this project. CIO also need to influence other functional leads to be partners which share the project vision and success. Most importantly, as an IT leader, CIO should be able to get subordinate’s willingness to

The plan needs to include areas such as application, data, system, network, project, disaster recovery, audit planning, etc. CIO needs to initiate these plans and ensure they are executed in order to achieve the ICT strategies. Moreover, CIO needs to manage the changes and minimize the resistance within the organization. He needs to get his peers – other functional leads to cooperate and participate in new system implementation. He also needs to secure and allocate the resources includes time, people and money appropriately in order to carry out the changes. Most importantly, CIO needs to determine the standard/measurement of each plan, so that he is able to make improvements and getting feedbacks from the whole
