The first country is the Central African Republic. It scores a 7 for freedom, civil liberties, and political rights, making this country extremely not free. The reason this country scores so low is a variety of reasons. The Kazakhstani constitution grants the president almost complete control over the legislature, the judiciary, and local governments, and any changes to the constitution typically lead to more power beign given to the president and his affiliates. Any political party based on religion, gender, or ethnicity are strictly prohibited, and corruption is widespread. Embezzlement occurs from local administrations all the way to regional governors, and typically they are not prosecuted until they fall out of political favor. The government harasses and shuts down independent media, and most outlets are controlled by the president’s family members. Journalists outside this group face attacks and arrests. There are restrictions on assembly and association, and nongovernmental organizations face harassment over sensitive political issues. The Kazakhstani constitution makes the judicial branch completely subservient to the executive branch.
