California has 58 counties and 482 cities in total and each were made to have their own distinct way of handling their responsibility. A country can work as both a local and administrative part of the state, which a local government can provide services for rural or unincorporated areas of a city. In the early 2012 there was a realignment program created by Jerry Brown that made the responsibilities of countries to be expanded. This process made it so that prisoners in state prison were to be sent to county jails because the cost would be much lower in order to save the state millions of dollars each year. However, multiple countries argued that their payment wouldn’t cover the cost of the changeover. Cities are built on the appeal through citizens by the action of incorporation. Incorporation is when small towns start asking the government for more services to be designed such as fire and police departments. Other factors that lead to this are when the locals try to keep their community as its own entity from other big cities so they won’t be able to take an control of them. Big business and wealthy people also try to secure their tax resource while also maintaining their diverse background. Previous presidents would go against with cooperating with California and were not as willing to follow their rules that they had set up for them. George W. Bush is one of the presidents who opposed to the state because he didn’t want to recognize the domestic policy issue that was occurring during that time. That wasn’t the only thing that George W. Bush tried to overlooked he even ignored border control assistance, terrorism funding and agriculture. Despite this there are still presidents that are more willing to comply with the state. Obama was one of the few who participated in helping the government with support for projects like the “green” technology research and production. President Obama had assisted with several programs that had increased health coverage by eighteen percent and caused eight million citizens to even sign up to be enroll in this act. There were some downfalls to his presidency, but overall Obama was the most willing president that had worked with the state that they have seen before. Although there are obstacles that cause the state to be able to coordinate with the president depending on their views there will always be a way to figure out how to get around the dilemma in order to find a
