The Bureau of Exceptional Education and Student Services (bureau) received a state complaint from Megan Collins, Esquire, on August 26, 2016, alleging that the Leon County School District violated federal and state laws relating to the education of students with disabilities. The complaint did not contain all of the required components.
During a telephone conversation on September 19, 2016, the complainant provided the facts that supported an IDEA violation. Specifically, the issues are:

ISSUE 1: Did the Leon County School District fail to provide specially designed instruction to the student in accordance with the student’s individual educational plans (IEPs) during the 2015-16 school year?

ISSUE 2: Did the Leon County School District fail to consider extended school year (ESY) services as an IEP team decision and fail to provide ESY services according to individual student need during the 2015-16 school year?

The 60-day timeline for completion of the inquiry began with receipt of the required complaint components, with an anticipated completion date of November 18, 2016. The district and the complainant were asked to submit relevant documents and information to the bureau. Ms. Martha Fletcher, exceptional student education (ESE) and early childhood programs director, submitted documentation on behalf of the district. The complainant also submitted documentation.
