Most of them are from low-income families who come from low-income areas. The government has stopped funding schools where the dropout rate is higher than the attendance rate. The government thinks it's a waste of money to fund a school that few people even go to. But what about the students who do go they are what is left with nothing. After the government stops funding the school the teachers leave because they can’t afford to stay. Also, the government stops funding schools when they think they are a waste of government resources. The government doesn’t look at the real problem they just funnel money into it until it becomes wasteful. They don’t look at the kids that do go to school who want to learn they look at how many students are registered at the school and don’t go. In the beginning of the movie the kids stopped showing up to class till there was only one or two kids left. Have you ever wondered why there is a huge dropout rate? There is a huge dropout rate because kids who come from low income families have to get a job to help support their families and they don’t have time for school. Also, when there are gangs in the neighborhood people are afraid to leave their houses. In the movie Eva is on her way to school when a group of kids come out and chase her down the street.
Having said all this, I think it’s safe to say that underfunding is a big problem in public schools. The underfunding limits the student’s that do go to school. They can never learn as much or have the same chances of getting into Harvard as a privileged school, because they don't have the
