The American Recovery and Reinvestment Act (ARRA) was passed on February 17, 2009 as an economic stimulus package. A big part of ARRA deals with healthcare and affects each and every one of us. The Health Information Technology for Economic and Clinical Health (HITECH) Act is one of the measures that ARRA is using to try to improve the healthcare system. This deals with focusing on the effective use of certified electronic health records (EHR) across the nation which involves Meaningful Use.
“Meaningful Use is using certified technology to improve quality, safety, efficiency, reduce health disparities, engage patients and families in their health care, improve care coordination, and improve population and public health while maintaining privacy and security.”(EHR Incentive Programs, 2010) Three components of Meaningful Use include the use of certified EHR in a meaningful manner, for electronic exchange of health information, and to submit clinical quality measures.
The ultimate goal is to do away with the paper health records and have everyone utilize the EHR. The Centers for Medicare and Medicaid Services (CMS) provide incentive payments to the eligible professionals and facilities to implement meaningful use of EHR technology. They didn’t want to overwhelm everyone by implementing all of the aspects of the EHR at once so they broke it up into three stages. Each stage consisted of its own set of requirements.
