As the town prepares for the lottery they create paper ballots and they make a single ballot with a single black dot. The the box is collected and the ballots are stored until the lottery is held. And finally the last preparation the town has is to collect and store small and smooth stones for use.
Then on the day of the lottery the town gathers around noon and waits for the first drawing. As the drawing starts the heads of the house draw to select the household to select the sacrifice from. After the household is drawn by drawing the ballot with the black dot, the household draws within itself as all the members of the house draw to select the single yearly sacrifice. After the single sacrifice is drawn they are required to stand in wait as the town stones then to complete the lottery.
