During the French revolution according to Nunberg the traditional definition of terror changes from “is nothing other than justice, prompt, severe, inflexible; it is therefore an emanation of virtue” to modern dates when “terror” is “still a name for intense fear, but it no longer connoted a social force”.
According to Nunberg the meaning of terrorism changed from “hell-hounds” to a “violence against a government”.
