1. Introduction
Laos has undertaken substantial trade reforms and liberalization in recent decades under the overall direction of the New Economic Mechanism (NEM). The process was initiated in mid-1980s when the country made efforts to transform the national economy from a centrally planned to a market-oriented one. Laos is making significant progress in moving forward its trade policy reforms and in pursuing a development strategy that recognizes openness to trade as the key engine for growth and poverty alleviation. To a large extent, Laos’ trade policy is now shaped by trade agreements, either at bilateral regional or multilateral fora. The working party met on 28 October 2004, 30 November 2006, 15 November 2007, 4 July 2008, 14 July 2009, 24 September 2010, 29 June 2011 and 16 March 2012. It is progressing towards a market access negotiation phase well before the membership deals to be struck. Currently, Laos is in the process of the WTO accession. Under the WTO principles and agreements, membership will add certainty and transparency to the policies faced by Lao exporters as well as foreign companies wanting to accomplish business in Laos. Moreover, membership gives the country access to an impartial rules-based dispute settlement process. Furthermore, as a WTO member, Laos will have more secure transit rights with neighboring countries, and have a seat at the negotiation table to raise its voice. On the supplementary side, the accession process itself can encourage and consolidate the internal reform process, which have been undergone since the mid-1980s under the New Economic Mechanism (NEM) Policy. On the whole, there are many things that makes me interested on trade agreement of Laos and Bilateral countries, but in this paper I have limited time to do its, so in this case I have to chosen its only two countries to analysis (one is developed country and another one is developing country), such as: comparisons between Laos trade agreement with U.S and Laos trade agreement with China.
