Analysis of The University of Tennessee 5-yr Strategic Plan
What is Strategic Plan?
According to the Cambridge Business English Dictionary, a strategic business plan can be defined as:
“a process in which a company’s executives decide what they want to achieve and the best actions and use of resources for doing this” ("strategic planning” - definition in the Business English Dictionary - Cambridge Dictionaries Online (US)," n.d.). The business dictionary-a business version of the Dictionary.com internet based dictionary, defines the strategic business plan in a bit more detail, and in direct parallel to as:
“an Internal document that (1) outlines an organization 's overall direction, philosophy, and purpose, (2) examines its current status

John Thurston, Global Human Capital Planning Manager for 3M is quoted by Carol Morrison from i4cp as saying that the company overcame ‘one of the most commonly encountered workforce planning challenges’, the propensity of organizational stakeholders for being stuck on the idea that planning is an HR activity (Thurston as cited by Morrison, 2013). In her post titled “3M 's Winning Strategies for Workforce Planning on a Global Scale”, found on the i4cp website, Morrison states that a recent survey conducted by i4cp of business and workforce planning leaders has confirmed that the outcome of planning is strengthened by teams effectively leveraging technology, and when those teams can make business units understand that planning is not an activity exclusive to HR, but one that must be ‘owned by all organizational functions’ (Morrison, 2013). Thurston adds that 3M matches its ‘human capital planning cycles’ to the strategic planning that occurs in all of 3M’s business regions, and calls the approach one of ‘3M’s biggest successes in workforce planning’, stating that the rhythm it establishes serves to reinforce each region’s ‘ownership in the planning process’ (Thurston as cited by Morrison, 2013).
