The idea of a temp agency has been around for over a century. Originally, these agencies supplied mainly domestic help for short term employment. Years ago when families commonly moved their entire household from the city to their country home every spring, it was usually done without taking the regular staff with them - they needed to stay behind to maintain the city home. In the country, they would be met by temporary domestic help who would work for the duration of the family's stay.

In today's world, the concept of temporary help has appeared in every industry and has become a pivotal necessity in the business world, in every country. Some individuals work for years and years doing nothing but temp work because they like the flexibility

According to the IRS, “if a company hired workers from a temp agency to do work for a long period of time...the government may see the company as an employer or “join employer”” (Noe et al., 142). Hence, if a company did “not want the headache of administering benefit programs” and employed tempworkers for several years, I would predict the IRS would conclude these individuals are employees (Noe et al., 142). It would be a joint employment because I consider employment less than a year to be a short term employment. Conversely, several years is long period of time. According to Cornell University Law School, a company may be interested in joint employment because only the primary employer has to the responsibility to pay for benefits, health…

By ensuring that they send good temps to client firms they reduce the risk of a client being dissatisfied with a worker and turning him/her away. In order to accomplish this, temp agencies must first “(promote) an image of the temporary workers as good worker” and then “(create) temporary workers who can live up to that image”(Smith, 59). In this vein, agencies search for workers that have a variety of characteristics. Workers should be attuned to the “unique terms of temporary employment,” especially the lower wages relative to permanent employees, and the fact that their continued employment is not guaranteed (Smith, 59). Workers should also have a “minimum level of competence, responsibility, and adaptability,” so that they can perform in a variety of positions, as little technical skill as they may require (Smith,…
