To begin with, In the article “on punishment and teen killers” by jennifer jenkins published by the juvenile justice information exchange on august 2,2011. she emphasizes that “If brain development were the reasons on punishment and teen killers…” For Example ,If that was the issue every teenager would be committing the same crimes. As a teenager you know what's right and wrong. They know all the consequences that it will lead to them but there understanding is that they can't be charged as an adult.
