The state government was needed to improve collaboration, recruit community-based partners Teen Outreach Program (TOP), and focus on efforts and resources. The role for the tribal government is to provide leadership to state and community partners and implement health care strategies that are culturally appropriate. Local governments and communities role in the pregnancy prevention is to work with school boards to implement sex education in classrooms, develop local services and programs, and to plan youth organizations within businesses, schools, in the media and in communities. The role of health care providers and organizations was to increase the access that youth had to clinical services, and provide family planning services that are confidential. Businesses were to provide opportunities to jobs; families were to give teens encouragement to a successful future, and raise being there for support if a teen needed advice. Past challenges that were used to reduce birth rates in teens was the challenge from 2005 that was recorded from 1998-2003 and there was a twenty percent for teen girls of ages 15-19. Another challenge was done in 2010 from 2006-2010 and there was a fifteen percent reduction for 15-17 and 15-19 year old teenage girls (Ruiz, 2011). Comprehensive risk reduction programs are beneficial and provide credible information in regards to contraceptives and the protection against Sexually Transmitted Infections (STIs). The beneficial outcomes of these abstinence programs are that teens typical delay the initiation of sex, there is an increase in condom usage, an increase in the use of contraception, the frequency of sex in teens are reduced and there is a reduce in teen pregnancy (Kirby, 2007). The evidence of the effectiveness in this program shows the decrease in sexual behavior of teens in short and long term time frames.
