From personal experience, the only time I've seen someone with a tattoo on their face, they generally don’t look safe or trusting or the person works with tattoos. Tattoos on someone's face in the United States is still seen as unconventional because it stands out and it's especially harder to hide without a good makeup cover up. Even though tattoos in America have become a bit more normal, there are still plenty of workplaces that require people to hide and cover up any tattoos and piercings that aren't located in normal / average places. That is probably the main reason why tattoos around the face hasn't become normal, because it will become difficult to find a job due to dress code
