Tap water is a natural monopoly because there is only one seller, usually the city or in the case of a small town, it would be whoever owns the key resource, or the one well in town. The government, in this case the city, gives a single firm the exclusive right to produce the good. It could also be considered a perfectly competitive market because there are many available taps to get the water from and the product does not differ between the sellers if there is more than one well to be drawing the product from and
