According to Pahl and Richter (2007), threats are possible events or forces outside of the organization’s control that must be plan for or agree upon how to mitigate. One of the biggest threats that PCA faces is low enrollment during the summer months. It is unfortunate that in the general area, parents do not seek summer child care. Because summer months’ fees are usually higher based on summer activities, parents tend to find alternative child care which means that children will not be attending the academy. Low enrollment for 10-11 weeks has a negative impact on summer revenues which cause teachers to be laid off without pay. The business continues to survive through these difficult months; however, much summer budget planning and forecasting are conducted prior to summer months. Not only careful budget planning is imposed during the summer months, PCA recognizes that during summer vacation, many students have the chances of losing knowledge and skills (McCombs, Cross, Lichter, McInnis, Bodilly, Schwartz, and Augustine, n.d.) In American, state and federal government regulations have over time assumed a larger role in deciding what is expected in operating a child care facility. Handlin (2011) shares that regardless of how helpful government regulations may be in theory, without a doubt, the regulations have become an expensive burdensome, and often counterproductive in practice for small businesses. While regulations and licensing guidelines are designed to protect children, they may need to be clarified and are difficult to monitor (Kearns, 2007). Government regulations are constantly changing.
