The NFL collective bargaining agreement is govern by the NFL Commissioner. This position is often referred to as the judge, jury and executioner over the league. Starting with the NFL's third Commissioner, Pete Rozelle, was given significant authority, due to his tremendous success in bringing financial prosperity to the league. According to the NFL Personal Conduct Policy (2013), the commissioner could also punish a player for conduct that he considered "detrimental to the integrity of, or public confidence in, the game of professional football.” Rozelle enjoyed this power without concerns of arbitration rights afforded the player, which is the case in other professional sports leagues.
